What an operating layer does

An operating layer is the connective software around a business’s existing tools. It brings the right customer, job, conversation and status into one workflow, then carries the work and its context between systems and people.

It defines who can take each action, when a person must review or approve it, and what record is kept when the task is done or needs attention.
